12Conclusions and recommendations
12.1 Principal findings

12.2 Contributions
The study contributes a unified maturity construct linking AI governance, cybersecurity and resilience, and a usable artefact — dimensions, levels, instrument, roadmap and governance — that turns the construct into decisions.
12.3 Recommendations
Boards should adopt the UCSMM score as a standing risk indicator; executives should fund capability before tooling; security leaders should run the twenty-item assessment annually and follow the 24-month roadmap.
12.4 Limitations and future research
Evidence is cross-sectional and self-reported. Longitudinal, sector-specific and cross-country validation of the instrument are recommended.
